A notary public is a third-party witness not only to the signature of paper or document but also the fact that each party who signed did so willingly and in their own power. And how to become a notary public is not so easy because there are some essential qualifications that you should meet.
Below are some of the qualifications that you should possess before you become a notary public in California. Every individual appointed as a notary public shall:

•    At least be 18 years old and above
•    Be a legitimate resident in California
•    Complete a course of study accepted and approved by the Secretary of State
•    Satisfactorily finished and pass a written examination recommended by the Secretary of State
•    Have a clear background check

All applicants that are found to be non-compliant with family or child support orders will be issued provisional term notary public commissions. And notaries public that do not comply after the notary public commission is issued could be subjected to commission suspension or cancellation.
The state law requires all aspirants be fingerprinted as one of a background check before being given an appointment as a notary public. Information regarding the fingerprinting requisite will be mailed to applicants who pass the exam.

All the aspirants are obliged to reveal on their application any arrests for which trial is undecided and all verdicts. Convictions discharged under Penal Code section 1203.4 or 1203.4a must be divulged.
