    Story

    / ENGLISH BELOW**BÉARLA THÍOS**

    Roinnfear an t-airgead a bhailítear 50/50.

Sa bhliain 1969, rinne muintir Bhóthar Seoighe, a bhunaigh an chéad bhunscoil lán-Ghaeilge, mar aon le pobail agus earnálacha féinchabhair, a seacht ndíchill chun Sráid Bombay a athógáil. Le tacaíocht ó mhuintir Bhéal Feirste, thóg siad airgead agus d’aimsigh siad na háiseanna le tithe bríce ar bhríce, a ndearnadh scrios iomlán orthu i bpograim fhoréigneacha na bliana 1969, a athógáil. (https://www.youtube.com/watch?v=ng2hqd5q83U)

Níos mó ná 50 bliain ar aghaidh, tá cearta teanga agus cearta tithíochta fós faoi bhagairt; i spiorad na dlúthpháirtíochta a léirigh muintir Bhóthar Seoighe i 1969, tá an Dream Dearg agus PPR ag dul i gcabhar lena chéile, chun airgead a thiomsú don dá chás suntasach. Le chéile, tá muid ag tabhairt dúshláin do na cumhachtaí chun tithíocht agus cearta teanga a sholáthar do chách.

Caithfidh caingean dlí nó dlíthíocht stráitéiseach a bheith fréamhaithe sna pobail, chun gur féidir leis athrú sóisialta éifeachtach agus marthanach a bhaint amach. Cintíonn dlúthpháirtíocht idir ghluaiseachtaí sóisialta, mar aon leo siúd atá thíos leis an leithcheal agus éagóir, go bhfuil an t-athrú sin fiúntach agus buan. Cuirfidh tacaíocht leis an fheachtas seo go mór leis na pobail agus na gníomhaithe ina bhfeachtais le haghaidh athraithe.

Cás cúirte 1 - Feachtas #AchtAnois - Athbhreithniú Breithiúnach i leith na Straitéise Gaeilge

Gealladh Straitéis Gaeilge mar chuid de Chomhaontú Chill Rímhinn sa bhliain 2006, a rinne leasú ag cur le halt 28D d’Acht Thuaisceart Éireann 1998. Gealladh Straitéis Ghaeilge fosta mar chuid de Chlár an Rialtais 2011-2015. Gealladh Straitéis Gaeilge arís eile mar chuid den Chomhaontú Ré Nua Cur Chuige Nua 2020 agus bhí an Straitéis le glacadh isteach taobh istigh de 6 mhí den Chomhaontú. Ar a bharr seo, faoi Ré Nua Cur Chuige Nua thug gach pairtí coimitmint (faoi 4.6.3) go bhfoilseofaí amlíne cuimsitheach ar fhorbairt agus cur i bhfeidhm na Straitéise taobh istigh de 3 mhí.

Tá níos mó na 500 lá anois imithe, agus ní dhearna an Feidhmeannas aon dul chun cinn maidir leis an Straitéis, nó le hamlíne na Straitéise. In éagmais na Straitéise Gaeilge, tá séanadh déanta ar phleanáil agus gníomh straitéiseach, fadtéarmach do phobal na Gaeilge. Mar thoradh, níl ach tionscnaimh ad-hoc, ghearrthéarmach ar fáil, gan táscairí nó torthaí intomhaiste, rud a bheadh ar fáil i bplean forbartha, athbheochana teanga 20 bliain. Tá tionchar díobhálach aige seo ar an phobal in Oideachas, seirbhísí óige, craoltóireacht, seachadadh teaghlaigh, agus an dóigh a dhéantar forbairt ar an Ghaeilge laistigh de phobail.

Thug an Ard-Chúirt cead do Chonradh na Gaeilge cur isteach ar Athbhreithniú Breithiúnach maidir le teip leanúnach an Fheidhmeannais Straitéis Ghaeilge a chur i bhfeidhm, rud a fhágann go ndéarnadh sárú ar Alt 28D d’Acht Thuaisceart Éireann 1998. Beidh costais le tabhú ag Conradh na Gaeilge má chaileann siad an cás maidir le cur i bhfeidhm na Straitéise Gaeilge, agus tabharfaidh an tionscnamh seo cuidiú suntasach dá bhfeachtas agus don caingean dlí atá beartaithe acu.

Cás cúirte 2- Tóg Tithe Anois - Ag tógáil pobail inbhuanaithe an lae amárach

Ar feadh níos mó na deich mbliana, tá an PPR ag tabhairt tacaíochta do theaghlaigh a dhéanann feachtasaíocht le haghaidh thithe sábháilte i mBéal Feirste. Le linn an ama sin, tá méadú suntasach tagtha ar líon na bpáistí gan dídeán, ach tá talamh agus réadmhaoin phoiblí á ndíol chuig forbróirí príobhaideacha agus tiarnaí talún ar mhaithe le brabús, ag cailleadh amach ar dheiseanna ríthabhachtacha le haghaidh athraithe. Creidimid go bhfuil seo mícheart.

Tá fís againn do Bhéal Feirste feabhsaithe; ceann ina n-úsáidtear talamh poiblí chun deis a thabhairt do pháistí agus a gclainne súgradh agus cónaí a bheith orthu i bpobail inbhuanaithe. Is mar gheall air seo a bhfuil muid ag glacadh chaingean dlí; chun dúshlán a thabhairt do chinneadh Chomhairle Chathair Bhéal Feirste agus Roinn an Phobail, a rinne neamhaird ar chearta daonna na bpáistí agus sárú ar na geallúintí i leith comhionannais atá leagtha amach i gComhaontú Aoine an Chéasta.

Ach chun seo a chur i bhfeidhm, tá do chuidiú de dhíth orainn. Tá tacaíocht ó shaineolaí pleanála de dhíth orainn, agus tacaíocht dhlíodóra a dhéanfas ionadaíocht ar na teaghlaigh a dtugaimid tacaíocht dóibh, mar aon leis na mílte eile atá ag fanacht ar theach sábhailte. Deonaigh inniu le do thoil. Déanfaidh gach pingin difear.

CÚLSTAD: Má bhaineann Conradh na Gaeilge an cás, deonófar an t-airgead chuig feachtas an Dream Dearg ar son #AchtAnois.

Tá an t-airgead seo de dhíth ar PPR mar ábhar práinne de bharr na gcostas a tarraingíodh ag ullmhú don chás cúirte.

Money raised will be split 50/50.

In 1969 muintir Bhóthar Seoighe who established the first Irish Language schools, communities, and self-help industries put their shoulder to the wheel to rebuild Bombay Street. With the support of the people of Belfast they raised the money and secured the resources to rebuild brick by brick homes that were completely destroyed in the violent pogroms of 1969. (https://www.youtube.com/watch?v=ng2hqd5q83U)

Over 50 years later, language rights and housing rights remain under threat which is why An Dream Dearg & PPR are teaming up in the spirit of solidarity shown by muintir Bothar Seoighe in 1969 to fundraise for two landmark legal actions. Le chéile, we are bringing dual legal actions to challenge the powers that be to provide housing and language rights for all.

Legal action or strategic litigation must be rooted in communities for effective and sustained social change. Solidarity between social movements and those directly impacted by discrimination and injustices ensures that the change is meaningful and durable and supporting this campaign will go a long way in assisting communities and activists in their campaigns for change.

Legal Action 1 – Feachtas #AchtAnois - Judicial Review regarding Irish Language Strategy

The Irish language Strategy was promised as part of the 2006 St Andrew’s Agreement, which made amendments inserting Section 28D into the NI Act 1998, and was also promised as part of the Executive’s Programme for Government 2011-2015. The Irish language Strategy was also promised again as part of the 2020 New Decade New Approach Agreement, and the Strategy was to be brought forward within 6 months of the Agreement. In addition to this, the New Decade New Approach deal also committed the parties (at 4.6.3) to publish within 3 months a comprehensive timetable for the development and delivery of the Irish Language Strategy.

More than 500 days have now passed and neither the Strategy nor the timetable for developing a Strategy, have been progressed by the Executive. Due to the absence of an Irish language strategy, the Irish language community has been denied strategic long-term thematic planning and action. This has resulted in ad-hoc and short-term initiatives without indicators or measurable outcomes as would be contained within a 20-year language revival and development plan. It has adversely impacted the community across Education, youth services, broadcasting, family transmission, and how the Irish language is developed within the communities.

The High Court has granted leave for Conradh na Gaeilge to apply for a Judicial Review regarding the Executive’s continued failure to implement an Irish language Strategy, leaving them in breach of Section 28d of the 1998 NI Act. Conradh na Gaeilge will incur costs if their case for the implementation of an Irish language strategy is lost and this initiative will be a significant assistance for their campaign and the legal action they plan to take.

Legal Action 2 – Build Homes Now – Building the sustainable communities of tomorrow.

For more than a decade PPR have supported families campaigning for a safe and secure home in the city of Belfast. In that time child homelessness has soared while public land and property has been sold off to private developers and landlords for profit, missing vital opportunities to make change. We believe this is fundamentally wrong.

We have a vision for a better Belfast; one where we make use of public land to create spaces where children and their families can live and play in sustainable communities. That's why we are taking legal action to challenge decision making by Belfast City Council and the Department for Communities which has disregarded the human rights of children and the promises of equality enshrined in the Good Friday Agreement.

But to make our vision a reality, we need your help. We need the support of a planning expert and a lawyer to act on behalf of the families we support and the many thousands of others who are waiting for a safe place to call home. Please donate today. Every penny will help.

BACKSTOP: If Conradh na Gaeilge win their case, all funds will be donated to the Dream Dearg #AchtAnois Campaign.

PPR needs these funds as a matter of urgency for costs already incurred in preparation for their legal action.
