What is crowdfunding?

Story
Dudley Council want to charge us £4000 to lower kerb and put in a driveway upto our council house. We had to put hard standing our side before they would consider doing the other side which we have done at a cost of £2500 but have no more funds left to pay for the council's part. Could get it done for half the price but we are not allowed 👿
