The situation for dogs in Iran right now is absolutely dire - as well as being abandoned and neglected, dogs are being abused, tortured, mutilated, and slaughtered. SEZAR SANCTUARY is run by a man named Hossein Mohammedi, an extraordinary man with “healing hands” for dogs. He nurses dogs back to physical and emotional health after they have been tortured and abused. Of his many wonderful success stories here are 3 examples:

LITTLE PARI: a puppy who was found after being horribly beaten, with a broken front leg and lower jaw shattered so badly that it was hanging loose: https://youtu.be/MuBCIRGAXKc. This poor dog was filmed in a car with a man who was holding her between his knees, boasting to the camera as he beat her around the head. Hossein spotted this video online, drove the 14 hours to the city of Abadan, tracked down the dog, and took her back to his sanctuary. NARIMAN: a dignified old sheepdog, abandoned by his owner when he became too old to work. He was found at the roadside, starving, missing a lot of his fur, his eyes almost swollen shut. Hossein nursed him back to health, and created this video to show the transformation from the poor wretch he found to the stately handsome old man that he became. PLANS FOR A NEW HOSPITAL
