How many 17 year olds have cutlery or duvet?
Quite often, when the young people we support move into a room in a shared house they don't have more than the clothes they're in, let alone a mug or loo roll!
It's most likely they don't know anyone in the house, and for many it's their first time living alone. It can be a bit scary and quite lonely.
