Voices Across Care: Giving the Frontline a National Voice.
Voices Across Care has been launched at a critical moment for adult social and health care. Across the UK, care workers are facing growing pressure, insecurity and uncertainty, yet their voices are too often missing from the decisions that shape their work, their lives and the care people receive.
Voices Across Care is a new national platform bringing together care workers, people who draw on care and providers to strengthen communication, community and collective advocacy across the sector. It creates a safe, supportive space where frontline experiences can be shared, barriers can be reduced and real solutions can be shaped together. At its heart, Voices Across Care exists to ensure lived experience, evidence and human impact are no longer ignored in national policymaking.
The platform’s first focus is on internationally recruited care workers. Around 385,000 migrant workers now support adult social care, and over 80 per cent of workforce growth since 2021 has relied on overseas recruitment. Yet recent policy changes have created unprecedented insecurity. Proposals for a 15-year settlement route, alongside restrictions on dependants, are intensifying risks of exploitation, financial hardship and fear of speaking out. These changes are destabilising a workforce that is already under severe strain.
At the same time, adult social care continues to be overlooked in national budgets and political priorities. There are more than 111,000 vacancies, turnover is close to 25 per cent, and yet the sector contributes £77.8 billion to the UK economy. These pressures affect everyone, from people drawing on care to NHS discharge flow and community services.
Voices Across Care has been created to ensure these realities can no longer be ignored. Through real-time surveys, insight gathering and safe routes for care workers to share their experiences, Voices Across Care will amplify frontline voices quickly, clearly and consistently. It will highlight good practice, build dignity into everyday culture and provide policymakers with a credible, human-centred evidence base for change.
As Voices Across Care grows, it will expand beyond its initial focus to address wider workforce challenges, including fair pay, employment rights, career progression, training, safe clinical delegation and funding instability. Its purpose is simple but powerful: to ensure the workforce is valued, protected and represented in the decisions that shape the future of care.

Voices Across Care Fundraising Terms and Conditions
These Terms and Conditions apply to all individuals, groups, organisations, and companies fundraising for Voices Across Care. By organising or taking part in fundraising activities for Voices Across Care, you agree to comply with the terms set out below.
1. About Voices Across Care and use of funds
Voices Across Care is a collaborative project delivered in partnership by The Care Workers’ Charity and Providers Unite. All funds raised through Voices Across Care fundraising activities will be used exclusively to support the Voices Across Care programme and its aims, including amplifying care worker voices, advocacy, engagement, and related project costs. Funds raised will be received and administered by The Care Workers’ Charity and restricted for Voices Across Care purposes.
2. Direct donations to Voices Across Care (one-off and recurring)
Voices Across Care welcomes direct donations, including both one-off and recurring donations, made specifically supporting the Voices Across Care initiative.
All direct donations will be:
- Received and administered by The Care Workers’ Charity
- Clearly identified and restricted for Voices Across Care purposes
- Used solely to support Voices Across Care activity and delivery
Donations will be received via JustGiving only at this time. Where donors choose to set up recurring donations, these will remain restricted to Voices Across Care unless the donor requests otherwise in writing. Donors may amend or cancel recurring donations at any time through JustGiving or by contacting The Care Workers’ Charity directly.
Disclaimer: Any additional or surplus funds received through fundraising for Voices Across Care will be used by The Care Workers’ Charity to support its wider mission, including initiatives that benefit care workers and the adult social care sector. These funds will be restricted for use in line with The Care Workers’ Charity’s charitable objectives.
3. Fundraising regulation and standards
All fundraising activities must comply with:
- The Fundraising Regulator’s Code of Fundraising Practice
- All relevant UK legislation, including charity, consumer, and data protection law
- Any applicable local authority or licensing requirements
Fundraisers must conduct activities in a lawful, open, and respectful manner and must not bring Voices Across Care, The Care Workers’ Charity, or Providers Unite into disrepute.
4. Fundraiser responsibility
You are responsible for planning and managing your fundraising activity safely and legally, obtaining any necessary permissions, licences, or insurance, ensuring appropriate safeguarding and health and safety measures are in place, and covering any costs associated with your activity unless agreed otherwise in writing. Voices Across Care and its partner organisations cannot accept responsibility or liability for loss, injury, or damage arising from fundraising activities.
5. Representing Voices Across Care
Fundraisers must not present themselves as employees, agents, or official representatives of Voices Across Care, The Care Workers’ Charity, or Providers Unite. You may state that you are fundraising “in support of Voices Across Care”, but you may not enter into contracts, make commitments, or use branding without prior written permission.
6. Financial transparency and handling of funds
All fundraising must be conducted transparently and honestly. You must make it clear to donors that funds are being raised for Voices Across Care and ensure all monies raised are transferred in full to The Care Workers’ Charity within a reasonable timeframe. Accurate records of income and expenditure must be maintained.
7. Donations and refunds
Donations are given freely and are normally non-refundable. If a fundraising activity does not proceed as planned, funds already raised must still be transferred to Voices Across Care unless otherwise agreed. Any exceptional refund requests will be considered in line with charity law and The Care Workers’ Charity’s policies.
8. Data protection and privacy
Where personal data is collected, fundraisers must comply with UK GDPR and data protection legislation. Personal data must be handled securely, used only for the stated purpose, and not shared without appropriate consent.
9. Publicity and communications
Voices Across Care may acknowledge and thank fundraisers publicly unless requested otherwise. Media activity or public statements referring to Voices Across Care must be agreed in advance.
10. Right to withdraw permission
Permission to fundraise may be withdrawn at any time if these Terms and Conditions are breached or if an activity presents legal, safeguarding, or reputational risk.
11. Changes to these Terms and Conditions
These Terms and Conditions may be updated periodically. The version in force at the time of fundraising will apply.
