.The ICS programme in Uganda will focus on monitoring and influencing implementation of Social Development Goals, particularly related to VSOs signature programmes and core approaches. The ICS volunteers will work within the existing projects of VSO and help integrate core approaches in to the signature programmes. They will utilise evidence from the programmes and operate in a reflection-action-learning mode to facilitate community action on SDG implementation and demonstrate VSOs People First values. The process in the community will ultimately be driven by community members/volunteers, facilitated and supported by youth volunteers. Leaving no one behind approach will be the overall goal to ensure all vulnerable people are included in action planning and in VSO programme participation. The youth volunteers will help develop evidence-base through a e.g. Development Report Card, for youth in the community to engage with local authorities and other stakeholders on programme and budget planning. The ICS programme eventually will have created an empowered, engaging and influencing youth constituency at community, district and national level for youth development related to Social Development Goals.
