LBH and the Mayor have approved a 42m high, 10-storey development at 1 Burlington, on the Hogarth Roundabout. It is nearly twice the height of the existing building and 20m higher than the Premier Inn. It will totally dominate the many historic and listed buildings in the immediate environment and is completely out of scale with any buildings within a kilometer. Subsequently, OCPS applied for a Judicial Review of the planning decision, our last chance to stop this development.

OCPS has secured a major victory as the High Court granted permission for the full Judicial Review of the planning consent. This is a monumental milestone. The judge ruled that the legal arguments hold genuine weight under law and require a full substantive hearing. We are disappointed that LBH has decided to defend it. It will now go to a hearing on 21 July 2026.

A huge thanks to everyone who has generously donated. We are so grateful. This success is a reflection of the level of opposition to this monstrous development. We have now had to raise our fundraising target to £45,000, in order to cover the legal fees for the full hearing.

The Judicial Review is not an appeal of the planning, the full hearing considers points of law. We are claiming that LBH did not correctly follow their own planning procedures when considering 1 Burlington’s application. We have been advised that our case has merit, substantiated by the judge ruling that it should go to a full hearing.

THIS IS THE LAST CHANCE TO STOP 1 BURLINGTON.

A reminder of why this matters so much:

- The 42m development will totally dominate the surrounding historic environment and is totally out of scale with any building within a km.

- It will dominate views into and out of Old Chiswick from nearly every viewpoint. It will decimate the feeling of openness in views from across the river and into Chiswick House.

- Given the pitiful provision of social housing units (6% v/s 35% target), it brings no benefit to the local community.

- The design is brutal, aggressive and designed to accentuate its actual and perceived height.

- LBH ignored strong opposition from their own Conservation Officer, the London Borough of Hammersmith & Fulham, the London Borough of Richmond upon Thames, Historic England, OCPS, Chiswick House Trust, Hogarth House Trust, the MP for Hammersmith & Fulham and hundreds of residents and visitors.

If allowed to proceed, 1 Burlington will be an overwhelming and devastating presence in Old Chiswick and the damage will persist for generations. We believe we have a duty to preserve our historic environment and our beautiful river walks for those future generations.
