Care for children started in response to the huge number of children in institutional care across China. At the time there was no system of foster care in the country and the one child policy meant that many children were abandoned.

Care For Children started working with the government in China to implement a fostering system. Their vision is to see a million children moved from institutional care into families and so far they have helped over 250,000 children make this transition.
